Refact pkg/csconfig, pkg/cwhub (#2555 )

* csconfig: drop redundant hub information on *Cfg structs
* rename validItemFileName() -> item.validPath()
* Methods on hub object
* updated tests to reduce need of csconfig.Config or global state
