Refact pkg/cwhub, cmd/crowdsec-cli (#2557)
- pkg/cwhub: change file layout, rename functions
 - method Item.SubItems
 - cmd/crowdsec-cli: generic code for hub items
 - cscli: removing any type of items in a collection now requires --force
 - tests
